After January 2013 HVAC equipment costs and retrofit costs are set to increase due to new Climate Based Federal Efficiency Standards.   

The U.S. Department of Energy published their final ruling for new heating and air conditioning equipment standards for furnaces and boilers as well as for air conditioners and heat pumps. The new standards are based on the climates of the different regions in the U.S.

For the Northern "cooler climate" States the new standards have huge implications for many homeowners as not only will the cost of the equipment increase simply because of the efficiency standard but also because most homes would require a replacement of their gas flu going out their roof.

In the Norther States the furnaces that will be allowed to be installed after January 1, 2013 will be required to be condensing furnaces, or better known as high efficiency which are generally 90% AFUE minimum.

This new requirement not only forces homeowners to purchase the high efficiency models but also forces them to change their existing gas flue from the standard metal to a plastic PVC pipe because the exhaust gas becomes saturate with corrosive water when leaving a condensing furnace. In some homes this can get very expensive if there is no clear path to the roof where the furnace is located.

The Norther States also share another slightly less worrisome burden and that is that heat pumps will be required to be increased from the present standard of 13 SEER to a 14 SEER after January 1, 2015.         

The Southern States do not have to worry yet, well at least for now the southern half of our country will no have to switch to the higher efficiency furnaces, they get to stay with the standard 80- AFUE furnaces for the foreseeable future.

But after January 1, 2015 the southern states must also increase their air conditioning and heat pump standards to 14 SEER with some addition changes as far as EER ratings in the Southwestern region. On the other hand the northern states get to stick with 13 SEER for now.

While the new standards do also effect oil furnaces there is good news on that front, the changes are not very significant. The other goo news for all of us is that these new standards also required the manufactures to reduce the stand-by power consumption of the equipment which will save everyone a few bucks every year. 

For any homeowners living in the Northern half of the country that are thinking about getting a new furnace or boiler, the best advice is to try and plan to get it done before the end of 2012, unless of course you had already planned on installing, or already have, a high efficiency unit.

The Northern States for furnaces: Alaska, Colorado, Connecticut, Idaho, Illinois, Indiana, Iowa, Kansas, Maine, Massachusetts, Michigan, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Jersey, New York, North Dakota, Ohio, Oregon, Pennsylvania, Rhode Island, South Dakota, Utah, Vermont, Washington, West Virginia, Wisconsin, and Wyoming

The Southeastern States: Alabama, Arkansas, Delaware, Florida, Georgia, Hawaii, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, and Virginia, and the District of Columbia.    

The Southwestern States: Arizona, California, Nevada, and New Mexico.
